Todd M. Malan, President & CEO

Todd M. Malan is President and CEO of the Organization for International Investment (OFII), the leading association of U.S. subsidiaries of companies headquartered abroad. OFII’s mission is to advocate for an open, non-discriminatory U.S. business environment for foreign investors in the United States. As President & CEO, Malan oversees all aspects of the association’s policy initiatives, budget, long-term planning, media, communications strategy and government relations.
Malan joined OFII in 1995 as Executive Director after serving as head of government and press relations at the European-American Chamber of Commerce, a trans-Atlantic business association. Prior to the EACC, Malan served in the Congressional Affairs Office of the U.S. Trade Representative (USTR) in the Administration of President George H.W. Bush. In 2005, the OFII Board promoted Malan to President and CEO.
Under Malan’s leadership, OFII membership has grown from 45 primarily European companies to a current membership of over 150 U.S. subsidiaries, with parent companies in every region of the world (membership list). Malan has focused on three priorities for OFII: (i) articulate the benefits of foreign direct investment in the United States to policy makers and the public through regular studies and reports; (ii) harness the collective political capital of OFII membership’s significant U.S. employment to fight policies that discriminate against foreign investments; and (iii) build a suite of peer-to-peer conferences for senior executives (CEO, CFO, General Counsel, Tax and Communications) to discuss common problems and innovative business solutions.
Malan and his team are credited for creating and successfully promoting the term “insourcing” to positively describe the process of companies based abroad investing in the United States. The term has become a common reference in debates about the benefits of the global economy and has changed the terms of reference regarding foreign direct investment.
Malan is a frequent commentator in the media on global economic and business issues, regularly quoted in the Financial Times, The Washington Post and The Wall Street Journal. Malan is also a regular television and radio commentator, appearing on CNBC, NPR, Bloomberg and C-SPAN, either as an expert commentator or to debate issues with such adversaries as former presidential candidate Pat Buchanan.
Malan holds a Bachelor of Arts degree in Political Science from the University of Washington in Seattle. Malan also attended the University of London, Birkbeck College as a Hansard Scholar while serving as a research assistant to a Member of Parliament in the House of Commons.
Malan serves on the Advisory Board of Nextcode Corporation, a technology company in Cambridge, Massachusetts. He is a resident of Washington, D.C.

Nancy L. McLernon, Senior Vice President

Ms. McLernon is Senior Vice President of the Organization for International Investment (OFII). Among other responsibilities, she manages the organization’s public affairs and economic studies. Ms. McLernon, who has been with OFII since its inception, helped organize the creation of the group 17 years ago.
As OFII's media contact, Ms. McLernon’s insights are often sought and cited by many publications on international trade and investment issues including, The New York Times, Wall Street Journal, Financial Times and Washington Post. In addition, she has written articles on the subject of cross-border investment that have been published in numerous national newspapers. She also makes frequent radio appearances discussing international investment and key association messages.
Prior to joining OFII, Ms. McLernon was Director for Trade Policy at Citizens for a Sound Economy, a citizens advocacy group in Washington, DC, where she had overall responsibility for the group’s initiatives on trade policy. Her work there included lobbying, authoring policy advocacy pieces, and various media activities.
Ms. McLernon obtained her Masters in Economics from George Mason University, where she received a fellowship from the Ludwig von Mises Institute. She received a B.S. in Economics from Virginia Polytechnic Institute and State University.

Monica Coates, Program Director

Ms. Coates directs OFII’s suite of conferences and meetings, provides full-charge bookkeeping as well as all HR functions and general office administration.
Prior to joining OFII, Ms Coates was Business Operations Manager for Hunam Inn Inc, a restaurant group in Washington, D.C. At Hunam Inn, Ms. Coates managed business operations, financial planning, trending analysis and cash management.
From 1992 through 1995, Ms. Coates served as Branch Administrator for Long & Foster Realtors in Washington, DC, where she was responsible for database management, hiring and training of administrative staff, and conducting in-house training classes on various computer software packages for sales agents and their assistants. Ms. Coates also spent several years with Blue Cross Blue Shield of the National Capital Area in Washington DC as a claims adjustor and training instructor.
Ms. Coates is currently enrolled at the University of Maryland, University College in pursuit of a Master’s of Science degree in Project Management. She earned her Bachelor’s degree in Business Administration at Strayer University. Ms. Coates is also a member of the Society for Human Resources Management (SHRM) and the Professional Member: Professional Convention Management Association (PCMA)

Abigail Martin, Manager, Business Development

Abigail serves as Manager of Business Development for the
Organization for International Investment (OFII). In this
position, she works to inform prospective foreign-owned
U.S. subsidiaries about the benefits of membership in our
organization which promotes international investment to
the United States. In addition to her role in business development,
Abigail contributes to OFII's mission in advocating for
parity in the treatment of U.S. subsidiaries based abroad.
Prior to joining OFII in 2006, Abigail worked as Policy
Advisor at the Confederation of British Industry (CBI),
a British trade organization, where she gained extensive
advocacy experience in communicating British issues to U.S.
policymakers. She has also worked as a Legislative Assistant
in the offices of Senator John Edwards from 2002-2003 first
in North Carolina and then on Capitol Hill.
Abigail graduated from the University of North Carolina
at Chapel Hill in 2003 and holds a B.A. in Political Science
and Philosophy.

Simon Weber, Manager, Government Affairs

Simon serves as Manager of Government Affairs for the Organization for International Investment (OFII). In this position, he works to educate state and federal policymakers about the benefits of international investment to the United States and advocates for parity in the treatment of U.S. subsidiaries based abroad.
Prior to joining OFII, Simon worked as Legislative Coordinator for Citizens for Global Solutions, a foreign policy organization, where he gained extensive advocacy experience in communicating global issues to policymakers.
Simon has worked in the domestic policy team at the Center for American Progress. He was also active in the local politics of his native New York City and on Capitol Hill, where he spent several months in the office of Senator Hillary Clinton.
Simon graduated from Dartmouth College in 2004 and holds a B.A. in History/Government.

Brennan Marshall,
Manager, Program Development

Brennan serves as Manager of Program Development for the
Organization for International Investment (OFII). In this
position he works to create and organize OFII's five major
issues-based annual conferences, which function as OFII's
touchstone for our membership, their interest in the issues
and overall solidarity.
Prior to joining OFII, Brennan worked as a paralegal for
Winston & Strawn LLP in Chicago, IL. In that role, he
spent most of his time working on regulatory litigation
and patent infringement cases.
Brennan is a graduate of the University of Wisconsin-Madison,
where he obtained a B.A. in both History and Spanish. A
native of Chicago, he is a die hard Cubs fan who enjoys
playing tennis, traveling and reading in his spare time.
